Government Optimizes Temporary Import Regime (Repostock)

In an effort to strengthen the competitiveness of the export sector and stimulate economic growth, the National Government has implemented key modifications to the Stock Replenishment regime, known as “Repostock”, through Decree 779/2024. This measure, published on September 2, 2024 in the Official Gazette, seeks to streamline and make more transparent the processes of merchandise replenishment, directly benefiting the users of this regime.

The new decree introduces significant changes to Decree 1330/2004, which regulates the temporary import of goods for industrial improvement. With these modifications, users will be able to import products to replace those that have been previously imported and exported after a processing process, within a maximum term of 360 days. The elimination of the extensions, previously available, aims at greater operational efficiency.

One of the most important changes is the obligation to declare all replenishment operations through the Malvina Information System (SIM). This complete digitalization of the process not only promotes efficiency, but also facilitates control by the Federal Administration of Public Revenues (AFIP), which will supervise operations under the Restocking Regime (Repostock).

Impact on the Export Sector

The new provisions are designed to provide greater flexibility and support to the Argentine export sector. By allowing the replenishment of stocks without the need for extensions, companies can optimize their import and export flows, which will potentially reduce costs and improve the competitiveness of Argentine products in the international market.

The decree also introduces the mandatory Temporary Import Typing Certificate (CTIT) as an essential requirement for restocking operations. This certificate ensures the traceability and correct classification of the products involved in the regime.

In addition, the regulation establishes that the AFIP must send to the Application Authority and to the Executing Unit of the Argentine Foreign Trade Single Window Regime (VUCEA) all the information related to the customs declarations related to this regime, improving the control and supervision of the regime. The information generated by digital means in the processing of the regime will be binding for both users and the competent authorities, ensuring transparency and accuracy in the handling of data.

Decree 779/2024 is effective immediately, with the exception of articles 1°, 2°, 3° and 4°, which will depend on complementary regulations.
